Activity
To conduct the survey small workshop of 3 days was conducted
to develop the questionnaire with the help of experts in the field of
psychology, education, educational practitioners and teachers.
This questionnaire was pre- tested among learners in two schools
at Patna on 5-6 May’04. Thereafter the survey schedule was
finalized.
One day training programme was organized on 12 May’04 for training the
surveyors. 12 surveyors were trained in the workshop.
Survey was conducted in two districts viz. Patna and Samastipur only.
Finally, survey of 1366 learners in 15 schools were conducted. As
learners of different age groups were present in the same class we had
to cover the age group of 10-18 years age-group instead of stipulated
11-18 years.

Highlights
The draft survey report of Education for democracy was discussed with
different partners in the visusalisation workshops on 8.8.2004 with
experts and our partners and nature of interventions were
finalised.
Prof. Shailendra Kumar Srivastava made a detailed Power Point
presentation on the method of survey and analysed the data received
from them. He stressed that the faith on democracy has increased,
but the credibility of delivering agencies is low. This low perception
may be due to wrong practices. There is a need to improve this
credibility.
The study also shows that there is a big gap between ‘democracy as
concept’ and ‘democracy in practice’. As present education system is
highly information-centric and individual-centric, children are not
properly tuned for proper group behaviour, which may be in consonance
with democratic way of life. Hence, School should be involved in a big
way to bridge this gap. This would require proper intervention in the
areas of content of curriculum, way of presentation, method of teaching
and way of evaluation.
The study also shows that children attach value to social values and
action. There is a need to make further studies about teachers, family
and parents, who play major role in developing proper framework for
democratic way of life.
Mr Vijoy Prakash made an elaborate presentation on the nature of
intervention for inculcation of democratic values. One of the major
interventions suggested was to have Social Sciences Laboratory in each
school. This will be the major tool for bringing into practice the
democratic way of life.
The proceedings of the workshop alongwith CD was sent to CEF.

What did we learn
In the course of need analysis it was suggested to start Social
Sciences Laboratory(SSL) in different schools to disseminate the
ideas pertaining to democratic way of life. For this purpose we need to
device new Teaching Learning Materials (TLM). Various workshops were
conducted to develop ideas and activities for development of new TLM.
The materials were developed. Thereafter the developed materials were
field tested. Finally they were finalized by conducting workshops.

Shaileshwar Sati Prasad and a large number of teachers, professors,
educational administrators and social workers participated in the
deliberations. Ms. Seema Gaikwad, CEF and Mr Pushpendra, Actionaid
India also participated in the workshop.
Dr Mridula Prakash, Project Director, EFD, welcomed the guests and
expained the objecives of the workshop. She narrated her experience of
developing labs in schools and their impact on children. She said that
the lab approach may be a boon for all those children who find the
present learning system less interesting and
rewarding.
The workshop was inaugurated by Mr Navin Verma, IAS, Secretary,
Secondary and Higher Education, Govt of Bihar. While inaugurating the
workshop he stressed the need to demystify learning process so that
children can have better comprehension. He said that the
concept of lab approach is new to him and expressed surprise that such
innovative practices are being developed in the state.
Prof Shailendra Kumar Srivastava introduced the main theme of need for
thematic labs in schools. He explained that the present teaching of
ideas through rote learning of books imposes limitation on the mind. It
leads to imposition of views of the author but does not develop skill
for free thinking and innovation. Freedom means exercising free will in
the choice of various alternatives of life. It really means taking
initiatives in various activities. Thus, we need a system which can
teach learners the art of learning and thinking. This can be done only
by introducing lab techniques in learning process. He said that we need
to have labs for all subjects- Languages, Mathematics, Science, Social
Sciences and Psycholgical Empowerment. Labs provide linkage with actual
life situation and help children to take initiatives in solving their
present problems.
He explained that labs do not mean that we require additional
infrastructural arrangements. It only means adopting mixed techniques
for learning purposes so that all children may have opportunity to
learn through their own learning styles. It would make people creative
as they would be able to apply to their lives and make their lives
better.
Prof Hukum Singh, NCERT said that mathematics lab is the appropriate
technique for developing better understanding of difficult concepts. He
outlined the innovative techniques for designing activities for Maths
lab. He explained that CBSE has already made it compulsory for schools
to have Maths lab. He used paper craft, wires etc. for explaining
difficult concepts of geometry and numbers.
Prof Shaileshwar Sati Prasad stressed the need of developing langauge
lab in schools. He said that we live in multi language situation and
our communication system is governed by the multi-language concepts.
Hence, it is necessary to develop labs which can allow children to
learn the art of communication in such a multi language situation. He
said that we teach in Hindi/English medium. But, the child is groomed
in the local language in the initial period of life. Hence, their
comprehension is low and they are not able to achieve as per their
potential. A language lab would be a place where various activities
would lead to development of various communicational skills. He
outlined how storytelling, folk songs, folk tales, phrases, idioms etc.
can be used for developing language lab.
Prof KC Prasad made elaborate presentation on how number theory can be
used to develop creative skills in children. In particular, he referred
to the games of remainders of numbers and explained how they can be
used to suggest important properties of numbers.
Mr. Vijoy Prakash made a presentation on developing Social Sciences
Laboratory (SSL). He suggested that democratic way of life can be
developed in society by developing SSL in different schools. He made
detailed suggestions regarding the nature of activities to
be taken up in such labs.
In the workshop the pictorial storybook related to local history
published for EFD, ‘NANHI SHABARI’ was released by Sri Karoo jee, a
noted social activist.
What did we learn
In the workshop the volunteers showed great interest in the activities
of SSL and expressed desire to participate as Jantantra Saathi.
We need to develop labs for teaching all subjects-science, amths,
social sciences and languages.

honour among all sections of community. The workshop intended to
explore the methods for developing dignity and honour.
The workshop was inaugurated by Mr Navin Verma, IAS, Secretary,
Secondary and Higher Education, Govt of Bihar. While inaugurating the
workshop he stressed the need to develop dignity of labour and honour
for all sections of society specially the downtrodden. He said that the
concept of lab approach is new to him and expressed happiness that such
innovative practices are being developed in the state.
Ms Padma Jeepat started her deliberations by saluting the land of her
ancestors. She narrated how her grandfather went from India to Surinam.
She narrated the stories of torture and exploitation suffered by her
grandparents and other Indians who went to Surinam. She also sang songs
in Bhojpuri popular in Surinam, which depicted the kind of exploitation
and torture inflicted on the labour brought from India. She, however,
outlined how people fought against casteism and other discriminations
in our society. She assured that she would work for developing safe
water sources in Bihar. She also assured that the songs of Bhojpuri
depicting the struggle in Surinam by people from this part of country
would be given for preparation of cassettes.
Mr Sajju, Holland gave a brief outline of the education system of
Surinam and Holland. Prof Shailendra Kumar Srivastava emphasized the
need t0 develop activities to make people aware about the ancestors of
different communities who have done well in their life. We have
developed pictoriastories about Shabari. Similarly, pictorial stories
about people and communities, who struggled for freedom in Surinam
should be developed.
Mr. Vijoy Prakash said that a large number of people are going as
migrant labour to various parts of country and world. There is a need
to develop their skills and prepare them for the hard life.
